Chapter I General Provisions

Article 1  

This name of this organization is NATIONAL SOCIETY OF PHYSICAL EDUCATION OF THE REPUBLIC OF CHINA and R.O.C.N.S.P.E. for short (hereinafter referred to as the Society).

Article 2

The Society aims to develop academic relevant studies on Physical Education and sports and improve academic relevant studies on international Physical Education and sports.

Article 3

The Society is located in the seat of government for R.O.C.

Article 4

The Society’s competent authority is the Ministry of the Interior and the industry competent authority is Ministry of Education.

Chapter II Missions

Article 5

The Society’s missions are as follows.

1. Study relevant questions on Physical Education and sports.

2. Collect relevant data about Physical Education and sports.

3. Investigate relevant facts about Physical Education and sports.

4. Hold relevant academic activities about Physical Education and sports.

5.Issue relevant books and periodicals on Physical Education and sports.

 

6. Introduce relevant trends of thought about Physical Education and sports

7. Provide relevant academic services about Physical Education and sports.

8. Facilitate relevant academic communications on international Physical Education and sports.

9. Accept relevant entrusted studies on Physical Education and sports.

10. Research on relevant academic information networks about Physical Education and sports.

11. Provide scientific research services about Physical Education and sports.

Chapter III Members

Article 6

Those who graduate from the college, approve the Society’s tenets, devote to the relevant research jobs about Physical Education and sports or those who are interested in Physical Education and sports all can gain full membership after they are recommended by two full members of the Society and pass the Board of Directors’ investigation.

Article 7

Those who are studying in colleges (please attach a copy of the student ID card), approve the society’s tenets and those who are interested in Physical Education and sports can gain student membership after they are recommended by two full members of the Society and pass the Board of Directors’ investigation. Their rights and duties are the same as those of the full members except the other regulations in this Constitution. However, student members should apply for switching to full membership within three months after they graduate.

Article 8

The obligations of the Society’s members are as follows

1. Abide by the Society’s Constitution and Resolutions

2. Fulfill the tasks assigned by the Society.

 

3. Pay the membership fee.

Article 9

The rights of the Society’s members are as follows

1. Have the right to voice.

 

2. Have the right to vote, elect, be elected and recall except for the student members.

3. Have the right to get the Society’s publications.

4. Have the right to take part in the Society’s study committees.

5. Have the right to get the publications bestowed by the competent authority.

6. Have the right to get benefits from the various enterprises held by the Society

7. According to the screening rules of the international PE academic conference, members are able to join various meeting on behalf of the Society.

Article 10

Any member shall be discharged from his rights in the event of one of the following after the Board of Directors approve.

1. Violate the Society’s Constitution and resolutions

2. Fail to pay the annual membership fee.

Chapter IV Organization

Article 11

The General Meeting is the highest decision-making body of the Society. During the recess of the General meeting, the Board of Directors shall take charge.

Article 12

The number of Directors shall be 31, the number of substitute Directors shall be 9, the number of Supervisors shall be 9, and the number of substitute Supervisors shall be 3. The members shall elect them among themselves in the General Meeting.

Article 13

The Board of Directors shall elect 9 Managing Directors among themselves. The Board of Supervisors shall elect 3 Standing Supervisors among themselves. Both elections are exercised in the meetings.

Article 14

The Directors elect 1 director-general and 1 vice-director among the Managing Directors. Both of them serve a two-year term and can be reelected once.

Article 15

The Society’s Directors and Supervisors are volunteers. They serve a two-year term and can be reelected once.

Article 16

In cases where the Directors or Supervisors are absent, the substitute Directors and Supervisors may make up the absence.

Article 17

The Society shall have one secretary to deal with daily affairs and one to three Deputy Secretary-Generals to assist the Secretary-General. The hiring of these personnel shall be proposed by the Director-general and approved by the Board of Directors.

Article 18

The society is divided into 6 sections: Secretary Section, General Affairs Section, Research and Development Section, International Contact Section, Compiling Section, and Documents Section. Each section has one Head and one Vice-Head and several Executives. The hiring of these personnel shall be proposed by the Secretary-General and approved by the Director-General.

Article 19

The Society shall have one Assessment Committee. The members of the Assessment Committee shall be experienced and shall have contributed to the Physical Education academics. The hiring of these personnel shall be proposed by the Director-General and approved by the Board of Directors. Their term is the same as that of the Directors and Supervisors.

Article 20

The society may appoint several Honorary Director-Generals, Counselors, and Honorary Directors. The hiring of these personnel shall be proposed by the Director-General and approved by the Board of Directors.

Article 21

The Society may set up provincial (municipal) branches or district branches if necessary. Their organization is regulated separately.

Article 22

The Society may set up various Research Committees, hold various scientific researches. Their organizations are regulated separately.

Chapter V Authority

Article 23

The functions and authority of the General Meeting are as follows

1. Decide on the Society’s work guidelines.

2. Hear the reports of the Boards of Directors and Supervisors on the Society’s affairs.

3. Elect and recall Directors and Supervisors.

4. Approve and amend the Constitution of the Soceity.

5. Decide on other important affairs about the Society.

Article 24

The functions and authority of the Board of Directors are as follows

1. Extend and promote the Society’s affairs based on its tenets and tasks.

2. Act on behalf of the Society.

3. Go through the members’ qualifications.

4. Engage Honorary Director-Generals, Counselors, Honorary Directors, members of the Assessment Committee, Secretary-General and Vice Secretary-General.

5. Implement the resolutions and assignments delegated by the General Meeting.

6. Check and ratify the annual work plan, budget and final audit.

7. Other relevant matters.

Article 25

The functions and authority of the Board of Supervisors are as follows

1. Supervise the Society’s Constitution that the members shall follow.

2. Supervise the implementation of the annual work plan.

3. Verify the matters about the punishment and rewards of the Society’s members.

4. Verify the annual budget and final audit.

5. Other matters about the Society’s supervision.

Chapter VI Meetings

Article 26

The General Meeting shall be convened once a year. The Special Meeting shall be promptly called and convened when upon request by more than one-fifth of the total number of the members or upon the request by the Board of Supervisors.

Article 27

The joint meeting of the Board of Directors and the Board the Supervisors shall be convened every six months. The jointly meeting among the Managing Directors shall be convened every three months. A special meeting shall be promptly called and convened when necessary.。

Chapter VII Financing

Article 28

The following constitute the funding sources of this Society

1. Registration Fee:1,000 NT dollars for formal and student members. Annual Membership Fee: 2,000 NT dollars for formal membership; 1,000 NT dollars for student membership (attach a copy of the student ID card).

2. Various kinds of grants or subsidies received for conducting delegated research.

3. Voluntary donations.

4. Funds and its interests.

5. Other incomes.

Article 29

The processes of the Society’s financial affairs are based on the governmental law of accounting. At the end of every year, a detailed list of income and expenditure shall be approved by the Board of Directors. After the list is assessed by the Board of Supervisors, the governing authorities shall record the list.

Chapter VIII Appendix

Article 30

The detailed matters of the Society shall be regulated separately.

Article 31

If the Society shall be dissolved for any reason, the residual assets shall not end in personal or private industry’s possession (but shall belong to the governing authority in its local or its designated entity).

Article 32

This Constitution is approved by the General Meeting, and it shall take effect before recorded by the governing authorities
